The Position: Provides support to the Project Manager and serves as the principal person responsible for providing assistance and controls to the NCPA accounting and finance staff in the performance of their operating functions associated with the Lodi Energy Center. Position assists the Project Manager in the administration and control of material supply and labor contracts in the development and construction of the Lodi Energy Center. Supervises the Facility Office Administrators assigned to the project. Manages the document control process of all documents associated the Lodi Energy Center and tracks project metrics against budgets, contracts, plans and schedules.
Essential Duties and Responsibilities include the following. Other duties may be assigned:
· Manages the procurement process of materials and labor associated with the Lodi Energy Center
· Prepares written reports (daily, monthly and annual) on project scheduling, monitoring, controls, risk management, and cost management as required.
· Contract Administration
· Project costs controls
· Document Management
Supervisory Responsibilities
Supervise the Field Office Administrators for the Lodi Energy Center. Manage/coordinate individuals/contractors responsible for purchasing and contracts. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Participates in interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications: Bachelor's degree (B. A.) from four-year college or university in finance, accounting, industrial management, engineering or business administration; and a minimum of five years progressively responsible experience in financial management and supervision; project control, or project management or equivalent combination of education and experience. Experience in planning, project scheduling, document management and cost controls applicable to engineering or capital construction is desired. Knowledge of electric generation projects, excellent analytical, problem solving, oral and written communication skills are essential for success.
