Short Description:
The DBA provides on-site programming, analytical and technical support for NJIIS Oracle databses according to Vaccine Preventable Disease Program (VPDP) requirements to fulfill the VPDP regulatory obligations and federal funding mandates.
 
Complete Description:
  • The New Jersey Immunization Information System (NJIIS) is the official immunization registry (NJ A.B. 2240 Chapter No. 138) for the state of NJ and is in use in all 21 counties.
  • It was created in 1997 and has been web-enabled since May 2002.
  • The Registry designed to capture immunization histories of all New Jersey children, regardless of where they receive their vaccinations and help healthcare providers to ensure that all children within the state are protected against vaccine preventable diseases.
  • The immunization data collection is done via on-line interface and number of interfaces with heterogeneous systems such as commercial insurance companies and electronic medical record vendors.
  • The Department of Health and Senior Services (DHSS) is planning to expand existing NJIIS and Inventory Management, Order and Distribution System (IMODS).
  • The consultant must possess strong experience in Oracle 10g, developing store procedures, queries, PL/SQL, ERD’s, DDL’s. Experience with developing DHSS web enterprise applications and understanding of object-oriented architecture a strong plus.

    Education: 4 year college degree or equivalent technical study
     
    Role Description:
  • Understand government business process and operations, including familiarity with HIPPA and NJAC regulations.
  • Prior knowledge of health-related data concerns in order to transition business processes into technical requirements.
  • Excellent communication and presentation skills to review, analyze, and evaluate business systems and user needs by facilitating brainstorming sessions with health professionals.
  • Highly skilled at database design, installations, conversions
  • Responsible for database backup and recovery procedures, access security and database integrity, physical data storage design and data storage management
  • Participates in Database Management System selection and maintains database performance
  • Engage in ongoing process improvement
  • Experienced in Database Performance, Maintenance and Development to perform the following:
    • Database management including backups, recovery and maintenance
    • Database management for export, import and mass data loads
    • Analyzes and generation of all tables and index statistics using Data Analyzer
    • Monitoring and resolving data lock issues using Lock Manager
    • Check all statistics related to memory, locks, I/O, database response time, wait events, top sessions and background processes using Performance Manger
    • On-Line Transaction Processing (OLTP) to capture, validate and store large amounts of transactions
    • Use Explain Plan & TKPROF utility for Sql query to improve response time for all reports
    • Create a gamut of indexes to achieve critical dataset response time for time sensitive reports.
    • Experienced in Database Design and Development to perform the following:
    • New projects database design utilizing Erwin 4.x
    • Various objects development such as Packages, Procedures, Functions, Triggers for business logic implementation
    • PL/SQL procedures development, compilation and debugging using Toad 7.x
    • Utilizing JDK for complicated PL Java oracle stored procedures development
