General outline of the position:
The Chief Credit Officer (CCO) will oversee the planning, organization, and effective directing of all Credit Administration functions of the Bank.  This will include loan document preparation booking, post closing documentation follow up, managing the construction draw process and inspection of construction sites.  The CCO will also insure that proper systems are in place to maintain document exception and deficiency reports, tickler systems, etc.  The CCO will supervise the compliance requirements of the Bank in conjunction with the Bank’s Compliance Officer.  The CCO will serve on the Bank’s Executive Committee, ALCO Committee, and will serve as the Chairman of the Board Loan Committee, Bank Loan Committee, and the Bank Asset Quality Committee. This individual will be responsible to insure loans and leases are properly graded and monitored in compliance with the lending policy.  The CCO is responsible to maintain and update the Lending Policy and lending procedures in accordance with industry trends, evolving regulations, and legal requirements.  The CCO will also supervise the Bank collection and workout department as well as Bank owned real estate. 



Essential day-to-day functions and basic duties:
Day-to-day activities would generally include, but not necessarily be limited to, the following activities: 

1.    Supervises the credit activities of the Bank to insure that they are being conducted with established policy guidelines, are approved through proper channels, booked properly on the bank books, and are done within legal and regulatory guidelines.

2.    Develops procedures that will insure prompt and professional processing of all requests for loan and lease documents and coordinates loan closings.

3.    Supervises quality controls and processes for producing all loan and lease documentation, and maintains contractual arrangements for all documentation systems.

4.    Ensures that proper tickler systems are in place and procedures are being followed to update financial information, property insurance and title insurance policies, filings and recordings, etc.

5.    Assigns goals and objectives to the Credit Administration Staff that will insure the Bank meets long and short term budget goals.

6.    Insures that the Credit Administration is properly staffed and trained, and that resources are effectively utilized.  Provides monthly training and documents training in the Bank training logs.

7.    Conducts timely performance appraisals, and formulates and implements any corrective actions as needed.

8.    Directly responsible for maintaining the bank loan policies and procedures, and updates policies and procedures as often as necessary in accordance with Bank and industry trends, evolving regulations and legal requirements.  Follows for approval by the Board of Directors.

9.    Oversees contractual arrangements with appraisers, reviews and maintains appraiser files, and follows for annual approval of Bank appraisers by the Board of Directors.

10.    Responsible for supervising all “In-House” Evaluations done with Bank and regulatory limits and procedures.

11.    Supervises the construction draw processes and procedures, staffing and conducts periodic audits to insure procedures are being followed.

12.    Supervises the process of inspecting real estate property under construction. 

13.    Serves as the Bank Asset Quality Committee Chairman:
        -Tracks progress on all classified loans and leases.
        -Maintains monthly reporting and follow-up to the Board.
        -Develops forms to identify and document reasons for adverse grade, status, and formulates and follows for plan to upgrade credits.
        -Maintains committee minutes for monthly review with the Board, and to be available for review by internal and external auditors.

14.    Serves as the Board & Bank Loan Committee Chairman:
        -Maintains control of the committee process.
        -Provides periodic training of members regarding policies, regulatory and legal requirements, etc.
        -Ensures that minutes are produced timely and accurately, are available to the Board for monthly review, and available for review by internal and external auditors and examiners.   

15.    Supervises collection of all loan and lease credits after 30 days delinquency.
 
16.    Supervises all foreclosure and repossession actions.

17.    Manages all Bank owned real estate and repossessed collateral.

18.    Continually seeks ways to improve loan operations and productivity and to meet established goals.

19.    Responsible to monitor all Bank compliance with regulations, and coordinates efforts with the Bank Compliance Officer regarding internal audits and follow up

20.    Strives to ensure the Bank’s quality reputation is maintained and projected at all times.

Qualifications
Education/Certification: Bachelor’s degree in Finance or a related field, or possess an equivalent combination of formal training, skills, and knowledge demonstrated by progressive success in related business experiences.
   
Required Knowledge:
Thorough knowledge of the banking and credit industry as demonstrated by practical experience in the following areas:
        Governmental regulations
        Legal exposure (Liens, bankruptcies, documentation etc.)
        Lending policies and procedures
        Financial Analysis (Modeling and spreadsheet analysis)
        Small Business Administration (including 7a and 504 programs)
        Credit worthiness (F.I.C.O. scores and other reporting agencies)
   
Required Experience: Ten or more years of related and demonstrated experience.

Good organizational, managerial, and problem-solving skills including demonstrated skills in:
        Oral and written communication
        Technical and analytical skills
        Computer Software and hardware applications
